test on this show it take a lot of hit for the gob to pop and it's a gob of the first act of the difficulty you're in
it means a gob act 4 will always have better drop than the gob that pop from the proc (even if you're doing act4 inferno, it will be defined as act1 inferno)

Yeah, at the time that they announced it, I didn't realize it was such a low level item (ilvl 48 iirc), and that the proc doesn't give you a Treasure Goblin for the act that you are actually doing. Very disappointing.
